Just take a look at and compare average Costco and Walmart employees. They are not the same. Yes, Walmart can start paying their employees double the salary. Except they will not be hiring the same people anymore - they will be hiring better educated, more productive, more responsible, even better looking people. Walmart current employees will move down the chain somewhere else or go onto disability.
It is a free country - none is forcing people to work at Walmart after all.
And by the way, Costco is an aberration. They typically sell only higher end merchandise and only in bulk - so they do not employ that many people per the same revenue. As for Walmart, they pay about the same as Target or most any other similar retailer or supermarket:
