600 grit is super fine that's just like using straight paper. If the wheels already have been painted, dry sand every part of it with 200 or even 150 grit, then clean and apply your first paint coat. Wet sanding is needed when pulling runs or missing your paint window on a coat you just applied. Even then I used 250 for wet sanding, 600 grit will do about nothing real fast.
