This isn't exactly scientific and is only one data point, but 3 or 4 years ago I had occasion to use the original mini-spare on my '87 Audi. Thankfully I'd checked it a few months earlier so it had air in it... visually it was in great condition and it performed perfectly for about 30 miles of driving on secondary roads.
I'd never drive on regular tires that were 20+ years old, but I think the mini spares hold up better since they are protected from sunlight, temperature extremes, and road and car chemicals (leaking oil, salt, etc). Plus of course they are under no mechanical stress.
So I guess my answer would be replace them "on condition". Give them a good looking over every now and then, and as long as the rubber seems to be in good shape don't worry about it. That's assuming they're not worn out of course.
