Need help dealing with State Department

So here's the story.
My younger daughter's boyfriend (they have a serious, stable relationship) is having trouble getting a visa for permanent residency in the US. He is a New Zealander, and presently lives in NYC. He is a fashion model and also designs, makes and sells contemporary wooden furniture. This furniture business is starting to get rolling and shows some real promise--but he has to be in the States to make it work. He has a shop set up in Brooklyn and has orders in hand. However, his current tourist visa expires in a few days and he will have to leave again, which puts the kibosh on his modeling and furniture building income until he can return. A real rock and a hard place.
He pays his taxes, has no criminal record, has a college degree in business. He's your basic honest, hard working guy--pretty much the kind of immigrant you'd think of as desirable. And his most recent permanent residency visa was just denied. (I'm not sure of the reason--am finding out).
Does anyone here in the Saabnet brain trust know how to work through the visa and/or permanent residency or even Green Card process?
I think he will probably have to hire an immigration lawyer, but they aren't cheap and he needs that money to invest in his furniture business, which is beginning to get busy. I know the big picture is probably to pay the lawyer and get it done, but he worries that lawyering up can just be a black hole for cash, with no assurance of getting the visa he needs.
I don't know anything about this stuff and really want to find a way to help them out. I think the guy is going to wind up being my son-in-law at some point, but he and my daughter don't want to get married just so he can stay in the US. And marriage is no guarantee of that anyway.
Really need some advice here. Hope one of you can help.
