A party with a commercial interest in the name SAAB could sue them, if it is true that NEVS no longer has the right to use the trademark. There was one weird case where the Jewelers Vigilance Committee took action against a company using DEBEERS for diamonds that was not connected to the DeBeers diamond cartel. DeBeers probably didn't take action in the US because cartels are illegal in the US, but they got away with it elsewhere at that time. However, if there is currently a true owner of SAAB (even if only for parts) that would be a much better case. All of this presumes that NEVS truly has no right to use any longer. The actual agreements would be key.
