I routinely buy refurb Apple stuff if I can. The main time I can't is when I want something that's not a stock item (build-to-order), as those are rarely if ever offered as refurbs. I haven't ever had a problem.
Unlike many other companies, Apple really does inspect every product they sell as refurb. For instance, refurb iPads aren't just repaired, they also get new outer shells and glass, so they're cosmetically perfect as well. You can expect that a refurb Apple product *purchased directly from Apple* will be as good as a new product.
Just make sure you get the modern (tall) version of the Time Capsule, though. The original flat white plastic version was not well designed. It packs a power supply and a hard drive into a tiny space with woefully inadequate cooling, and it's a failure waiting to happen—NOT something you want in a device you need working when disaster strikes! The newer, tall aluminum version seems to have resolved this problem. It's also got much faster wireless, which is important when you're using it for backups.
