Attic insulation should NOT touch the underside of the roof deck. You can buy thin foam and/or cardboard trays which slide between the rafters or trusses at the roof eaves to prevent the insulation from contacting the roof deck. These trays also provide a ventilation channel beneath the roof deck to keep the deck cold so that snow on top of the roof will not melt due to heat conducted through the insulation. Replace all wet insulation.
Verify you have sufficient attic ventilation. Too little ventilation can also contribute to the forming of ice dams. A roofer can do make this determination for you, and install the additional vents if necessary.
Have the top side of your drywall ceilings, beneath the wet insulation, inspected for evidence of black mold. The dangerous black mold LOVES wet drywall as a growth media but almost never grows on lumber or plywood. Replace all wet insulation before it allows the ceiling to harbor a mold colony. A weak bleach solution, think bathroom cleanser, will kill the mold if caught early.
Roof Rake. I have one of these and always clear the outer 2 or 3 feet of roof of snow whenever the snow fall is 4 inches or more. This prevents ice dams on the roof and keeps the gutters free of ice. With the amount of snow the NE and East Coast received you need to consider having the entire roof cleared of snow to prevent collapse due to excess weight
