We had cellulose insulation blown into the walls and attic of our first home but it was constructed around 1950 when insulation wasn't common. If the problem is predominatley around electricla boxes it may be caused by a lazy or uncaring electrician who pulled out all the insulation that was in his/her way. Low expansion aerosol foam insulation may be a better choice around the electrical boxes.
