9000 AND 9-5s are all clear coated. And this clear coat is water based. The EU has forced manufacturers to use clear coat for a long time.
Clear coat is a great short cut for manufacturers. they get a nice looking finish and don't have to prep the base coat with hand color sanding etc. they just get rid of the big defects and cover everything up with clear coat.
Once the clearcoat starts breaking down you have to repaint the whole thing......basecoat and clearcoat.
Single stage is a paint type that does not use clearcoat. It is preferred in non-metallic painting. Usually you apply 3 coats, wait an hour or so and paint another 3 coats. These are paints that use a hardener and "dry" chemically. After 24 to 48 hours of drying you can then color sand the single stage to remove imperfections. 1000 grit, 1500 grit and finally 2000 grit wet paper with water. Final stage is polishing with rubbing compound and an electric buffer.
With single stage you do not get burned peeling clear coat and you can buff it back to a good shine and even remove most scratches.
You can also get single stage paint for metallics.
