A lot of time you can just replace the valve core when it goes bad, the little tool and new cores are direct cheap and easy to replace without removing the tire. If the whole valve stem needs replacement, I know there's a tool for that without removing the tire too but I've never seen one in action and was surprised the only one on amazon at a quick glance was $35.
