The ones I have seen in the past work by sending back SMS messages with GPS coordinates - either at predetermined intervals or in response to the uincoming SMS. This one also comes with SD card so it should log position in a file for later retrieval. Also if you call the device you can hear the ambient sounds.
AFAIK no dataplan is required - just SMS and voice. It is probably GSM only - so should work with AT&T and T-Mobile operators. T-Mobile cheapest voice/sms only plan is $3/month.
I think it should run indefinetely when connected to a power source - otherwise the battery will last ~10 days.
I have considered a device like this a cheap alternative to Lojack but never pulled the plug.
