That’s correct. It’s important to note that many folks seem to be viewing that image as something new and in response to the pandemic (I.e. thinking it’s a mass grave of virus victims). The reality is that Hart Island has been used for interment of unclaimed remains for many decades, with activities there receiving little fanfare or scrutiny, in accordance with procedures around how long a body must remain unclaimed.
Recent statements by a NYC lawmaker to the effect of looking to use city parks as temporary burial grounds (later walked back to indicate they were contingency considerations) have resulted in further discussion of the matter and renewed interest in Hart Island.
