It started as very intermittent steering wheel vibration under hard braking at higher speeds. It seems to have become more common, but it does not occur at every stop or from every speed. At speeds under say 50mph, nothing seems wrong. At higher speeds, it doesn't always vibrate. When it vibrates, there's a lot of it in the steering wheel, but not the brake pedal. There's nothing visibly wrong with the front brakes, but it could be pad deposits interacting as the rotors heat up. The pads and rotors have a lot of life left, but likely weren't especially high quality and the pads may have overheated or left deposits at some point. From what I've found online, steering wheel vibration can indicate front brake issues while brake pedal vibration can indicate rear. Tires were new and then rotated so I don't think that's the issue. There's also nothing noticeable in the ride other than a brief resettling after the tire rotation. There doesn't seem to be an issue with suspension components and I don't see how that would be this intermittent. This is low mileage car (maybe ~65K).
What might cause this other than the pads/rotors?
