Due to safety regulations, if the grid goes down, you have to have what is called "Islanding Protection". What this means is that the power company does not want you to be sending power to the grid if they have to work on the local lines, so if the grid goes down, your solar panels do go off line and you are limited to the battery use. It's one of the limitations of being "grid-tied" and being able to sell power back to the grid. They don't want worked getting electrocuted from unexpected power sources when they expect the power in the lines to be off.
