Earlier this year I ordered some musical instrument parts valued at $200 each shipment from Germany (most recently in June). They were shipped via DHL, and arrived within a couple of days, so I don’t think DHL is necessarily the issue for your shipment.
Most European countries Federal mail services have suspended parcel shipments to the US; not sure about regular letter services. I do know the DHL is one of the carriers that has suspended, but that was concurrent with the de minimus exemption suspension.
In the music forums, some of the vendors have said that once the mail services/carriers have comfort that the suspension of the de minimus is more than just a ‘flavor of the week’ and have made the necessary system changes to accommodate tariffs on small shipments they will resume shipping. I’d think the European auto parts will follow suit.
Just my take based own what I read on other sites I frequent.
