The freewheel was necessary for the non oil injection engines. It's not necessary on the later oil injected engines. Yes, the freewheel was switchable. I've got mine set in non-freewheel mode, and it's been there for the past 20 years or so. The freewheel was a bit fragile.
With the freewheel locked out, you get plenty (OK, some) engine braking.
And yes, they kept the freewheel with the V4 and even into the very early 99. You could use it to increase the gas mileage by letting the engine idle as you coasted down hills. Not recommended from a safety point of view, but those were more innocent times...
