Okay, time for the cheap, I have no money because I'm an artist version. Mount and balance a bicycle computer sensor to the prop and use the spin function (if they still have them) on the computer. But then again maybe the display isn't big enough. Hazard of thinking while writing. Also infra-red sensors are cheap. Talk to a EE student. But for less then 5 bucks you could have those LEDs counting pulses on a time basis. I had two friends in art school making little digital counters for there projects. And if a art student can figure it out, an EE should be able to so it in his/her sleep.
