A "riced out" vehicle is, as others have said, modified strictly for appearance and/or sound only. A typical example of rice would be a Honda Civic with HKS, Type R and GReddy badges plastered all over it, with a loud exhaust, 18" rims and a loud, blatting and (mostly useless) exhaust system... and no products from the above mentioned manufacturers installed on the vehicle, despite the stickers. Some people think this term is derogatory with regard to Asian people; I assure you this is not the case, if you follow the link to "Bryan's Rice Boy page" somewhere in this thread, Bryan is Asian himself and says that it's just a term that's been passed down; a Ford Escort or Chevy Prism with the same general "modifications" would also be rice.
