Rice grew out of the japanese compact craze. civics, eclipses, et al. rice was a derrogatory term for the wings and spoliers and decals slapped onto these things. expecially cars with no go fast/no turn fast bits. now, it has come to mean any, generally compact, car which has been cosmetically modified to show and not go. including, as I've used, riced-out golf's and neons. don't think i've ever used rice to describe a cosmetically modified mustang or camaro. (they're just dumb.)
now, this begs the question of whether its rice when you look at a car with all the cosmetic doodads, but actually has some muscle to it. For example, is a civic with a transplanted integra vtec engine and aftermarket turbo, with all the dayglo paint/rims/wings, rice? maybe, but it will sure clean your clock and most others too. (what are they running, those civic hatches with the vtec teg engines and turbo? 12 second 1/4 miles? high 11's???)
