1) A car that transfers emission to the power plant at 90% plus net energy loss could be called zero-emission vehicle. A high quality battery can only give back around 10% of the electricity that is used to charge it. When you take into account the electricity transmission grid loss and the loss while the battery is sitting there, the cool purely electric car just turned into an energy hog worse than the most detested SUV.

2) 6-hour charge time? Can you imagine how long the line in front of the charge station will be when the car in front of the you takes even one hour?

3) Some bureaucrats would have the authority to transfer people's hard earned money (confiscated through over taxation) to such imbecilic social engineering.

4) Public roads are paid for with road tax that essentially doubles the gas price we all pay at the pump (gasoline price would be around 50-60 cents per gallon before tax), yet the scheme would have dedicated fast lanes that forbid drivers that do pay the road tax but allow cars that evade the tax to travel through; What kind of tyranic fiat is this?

If the goal is the achieve low fleet aggregate emission, or just low local emission from the fleet aggregate, hybrids that can allow shutting down the engine while idling or making super-short-milk-runs would make much more sense. Even existing ULEV's and SULEV's would make more sense when you consider that emission reduction would only take place when people actually buy those new cars to replace their old ones; tax incentives are just robbing Peter to pay Paul, with siginificant loss through paper pushing in between.
