I grew up in Albany, and now live 50 miles away. For years, I'd be heading up to the Adirondacks or Green Mtns. every time there was a chance of a decent amount of snow. In my opinion, all-season tires are only suitable for cars that never travel more than 30mph.
Get snow tires on seperate rims. Keep an eye on the weather forecast, and expect to need them sometime between Thanksgiving and New Year's. Keep them on your car until April Fool's day.
This advice can be ignored if you live within walking distance from work, or are in a situation where you can choose not to drive the car if there's snow and/or ice in the roads.
Otherwise, get yourself some Blizzaks. You will encounter more ice and packed snow than deep snow. Every time you feel the car slip a little and then regain traction, take a look at where the car would have gone if it had not regained that traction. Did you save yourself $400 worth of damage? Did you really want to get where you were going? Did you have a few extra hours to deal with tow trucks/police/whoever you might have run into?
After April 1, make sure the snow tires are OFF the car. They won't handle as well as all-season/summer performance tires, and they'll ***WEAR OUT FAST*** Winter tires are made out of a soft rubber compound which doesn't get really hard in winter temperatures, helping traction. In hot weather, they'll get really soft and wear at an amazing rate.
Once you have two sets of wheels, you can save the $$$ that would have been spent getting tires changed off of rims, and put the winter wheels on the car only when you know you'll need them. Tire purchases will be far less frequent, and you will have the right equipment at the right time.
