It's not neccessarily about shorter stopping distances. Shorter stopping distances can be achieved on dry surfaces with a skilled driver without ABS, but the emphasis is on SKILLED. Normal people don't have a chance a repeatable, short, stopping distances without ABS. Everyone's in expert territory with limited ABS familiarity, just stomp and steer.
Steering is the biggest plus with ABS. Without locking up the wheels, Joe Average can steer his car while maintaning impending brake lock-up, something even a SKILLED driver might have trouble with.
What's interesting for me are the latest studies which cite the fact that ABS cars are not involved in less accidents or lower injury/accident rates.
That is, ABS equipped cars aren't "safer" in a measurable way.
