I see your logic in talking about an "effective CR". However, increasing the effective CR via forced induction isn't exactly the same as increasing the CR purely geometrically. Using forced induction gives you more power at the cost of efficiency and fuel economy.

which has an excellent explanation of the SVC concept. The idea is to get high CR under low engine load conditions (i.e. cruising) to improve fuel economy & emmissions. If VCR were not available, you'd have to achieve the higher effective CR you're talking about via running the turbo (or supercharger)...either way the losses associated with the forced induction would outweigh the gains of the higher effective CR. (not to mention the wear on the turbo/supercharger running constantly in a steady state condition)
This article also addresses J's question with regard to why Saab is using supercharging for the forced induction on this engine, as opposed to their traditional turbocharging technology.
