As saabgirlie said, you just have to make sure to log into Windows (both XP and 98) with a username and password.
Then on the XP machine, if you want to make its resources available to the 98 machine, simply create a user account on the XP machine (under control panel I think), using the username and password you used when you logged into Win98.
For Win98 to share its resources, you don't have to create a user account for the XP machine. Just turn on "printer and file sharing" but be sure to password-protect your shares, and also run "Windows Update" to make sure you have all the security patches.
Lastly, whichever wireless router you get, be very sure to turn on the strongest wireless encryption it has (most have encryption off by default), and also, turn on the firewall features (usually this is on by default already)
Normally I would have gone with Linksys, but the D-Link wireless router (DI-614+) I found was VERY cheap, just $99, so I went with that. It has a "turbo 22bps mode", 256-bit encryption (most only have 128-bit), and a built-in firewall. For the laptop I use DWL-650+ ($59). Your desktop can plug directly into the DI-614+ with normal ethernet wire (the DI-614+ has four hardwired ports in addition to wireless). Great little devices, been using it for several months now, no problems.
