drivers door lock frozen or broken cylinder

i have a 91 900s and it looks like the lock on the drivers side is either frozen or the cylinder is broken. I can't get the key all the way into the lock. It has been kinda of sticky for a while. I have tried using wd40 to unthaw the lock since it has been a very cold in boston.
Two questions:
Is there anyway to un-lock the drivers side door from inside the car?
what's it cost for a new lock cylinder and is it possible to get it keyed to match the ignition ?
