If I understand it correctly, the current high capacity household solar panels sold for installation all require hooking into the grid system. If the grid loses power, all the solar panels and wind-mills that produce 120V AC powers all go down. Only the tiny portable panels designed for recharging phones while travelling have direct DC output; there power output capacity is useless for vehicle mobility.
When one looks at a budget outlay of $20k+ to have a 10kw+ solar panel system installed, small Fischer-Tropsch syngas generator also becomes viable, and that will keep running even when the grid goes down.
The fire safety of large lithium battery in car crash, very hot weather and very cold weather is dubious at best, especially when deeply discharged (so the car's battery-conditioning refrigeration unit can no longer be running).
If battery cars can become successful and widespread, a basic battery car is likely to become $5k-10k in price when brand new. There isn't much technological barrier to entry, as batteries will be made by a third party, as will the electric traction motors.
