The bypass valve springs are so you can adjust it to stay closed at various levels of boost, i.e. you'll need the 15-23psi spring in order to keep the valve closed when you're running that much boost. Not vice versa!
I'm not sure what your car's stock setup is, but to run more boost, at a minimum you'll want an intercooler, some sort of boost controller, appropriate timing and fuel control (ECU at a minimum).
As for your engine's mileage, I think if it has been well maintained (frequenct oil changes, etc) and is in a good state of tune, you should be fine to increase boost. There are folks on this board cranking up the power (more than just boost, of course!) on 200K+ mile Saab 2 Litre engines!
I think if you search "FPT" or "FPT conversion" on this and the 9-5 board, you'll find plenty of info on what you'll need to do.
