If turbo engine, then it is the distributor plug.... The normally aspirated (non-turbo) engines have a regular camshaft driven distributor and spark plug wires set-up. The turbo engine replaces the distributor and spark plug wires with the Direct Ignition Cassette (DIC). Therefore, the need to plug the distributor hole in the valve cover.
I have no idea why Saab would use tamper resistant fasteners on the distributor plug.
