Is the BPV VAC line rotted out or busted? Does the BPV open at idle? The small VAC lines on the T5s going to the BPVs really suffer from the heat.
Remove the BPV discharge hose and remove the VAC line from the BPV, feel inside the BPC as you connect the VAC line at idle. You should feel it open. Don't get finger pinched feeling it close.
You can apply mouth suction to the BPV to detect any leak in its diaphragm.
The BPV was uprated with the Viggen and a new one would be that one.
If you remove the hose to the WGA and with a gentle throttle, cannot make more boost than that, the problem is not the BPC valve. Something else would be leaking. The BPC and its hose should be the first thing checked. If those are good, look for failing turbo hoses or clamped joints that are not right. Also check hoses at IAC.
The fact that initial boost is building very good at first does not suggest a major hose or joint leak.
