There are a couple of real good turbo options for you but first of all make sure that your "smell of burning oil and having to add a quart a week" isn't a cylinder, piston or ring problem by doing a leakage test. For what you're looking for turbo wise a Mitsubishi TE05-12B converted to a TE05-16G would work great, in other words have the least lag possible. If you stay with a Garrett T3 go with the larger inducer sized compressor wheel and housing from a 260 / 280 Nissan and stick with the stock A/R ratios for good spool-up. Either way you'll want to go water cooled! You can get all of the water cooled pieces from a wrecking yard from an '88 up C-900T But go with a brand new lower radiator hose ('88 up hose has the molded portion that goes to you hard water line to the turbo).
