I'm not sure which spring Bill is asking about. Forge makes both bypass valves and wastegate actuators. Judging from the psi levels for each spring he mentioned, I'd say its for a bypass valve. TML and the others are also talking about the bypass valve springs. In the Forge BPV you can just use the green spring because of the way it works.
But you need different springs for different desired base boost levels if you have a Forge wastegate actuator. I have a Forge wastegate actuator on my GT28RS turbo and the green spring is too weak for more than 0.5 bar (~7.3 psi) base boost. For around 12 PSI base boost and a Forge wastegate actuator you need the yellow spring.
