it probably is.
The website reeks of scam. Reversed white and red type on a black background, long on claims and scarce on details, awards for "show and shine" events that have nothing to do with fuel mileage, etc. The "test data" has the same car on various trips but the vehicle's weight varies from about 3500 pounds to nearly 5,000 pounds.
The people associated with the company don't seem to have the creds to create something revolutionary, especially something that appears to violate several laws of physics and thermodynamics.
Google "Pelmear" and you get more reasons to be skeptical, such as details on why they bailed on the X-Prize event, that they are also developing a supercar based on the HP2 engine technology. Developing a car AND and engine doesn't seem like a minor (or cheap) undertaking. According to one site that comes up, the Mustang in question was able to do about 50 mpg, but the tests were not scientific or conclusive. And the core technology was supposedly developed by the dude's grandfather 60 years ago, yet is dependent on electronics. Sure.
Seems to me that if this were real he'd get a couple of real scientists to do some independent tests and validate his claims. They could sign confidentiality agreements and then he'd have something other than his own imagination to back things up.
