JimBlake is very right J is for torsion.
For a solid bar J = 3.14 times (Outs Dia raised to 4th power) and everything divided by 32
For Tube J = 3.14 times (Outs Dia raised to 4th power)-(Inside Dia raised to 4th power) and everything divided by 2
where J is the polar moment of intertia and you compare the J's to each other
Assumption: rod or tube is same twisted-length
