when the check valves in the tubing for the fuel evap system leak it blows boost pressure into the R port on the BPC ... this opens the wastegate...lowering boost so unhooking the R line and plugging it stops a boost leak and allows the BPCto function as intended....
the R port vents boost pressure (leaks it) when higher boost is commanded... when boost is lowered the BPC connects the W and C ports and it lowers boost by opening the wastegate
you want to be careful driving around with bad checkvalves because you can overpresure your fuel tank as well
