It's caused by the bypass/hooter/dump/diverter valve dumping the turbo
output pressure back to the intake. It is not dumping to atmosphere.
The wastegate controls the boost pressure. It stays "closed" allowing boost
pressure to build until the ECU decides to limit the boost pressure. The
the ECU tells the BPC (boost pressure control) valve to open the wastegate
to allow some of the exhaust gas flow to bypass the turbine.
