Provided the 9000 is a 2.0, the engine less all ancillaries and brackets is the same as a 900T16. So, if you have those parts from a corresponding 900 model it would bolt to a 900 or late 99 trans, and if you had an H-engined 99 like we in Europe had from '82-'84, it would bolt right in (that is, using the drive pulleys of the 99, forget about P/S). For older 99 models, the firewall would have to be modified. There's basically two possibilities for doing that: use a press to push it 2" backwards locally, or weld in the corresponding part of an H-engined 99 from Europe (the nice, "stock" way to do it).
Now transferring the complete *drivetrain* out of a 9000 to a 99 would be, eh, more challenging. Basically you're on your own and everything (engine mounts, suspension pick ups) would have to be made from scratch. Hope your vehicle inspections are not too obsessed with details, like the engine being in east-west instead of north-south...
A complete 9000 2.3 *engine* in a 99/900: basically forget it. The block is straight and not slanted like on the classics, and the crank does not clear the sump (transmission casing).
It is however perfectly feasible to build a 2.3 (or bigger, w/ oversize pistons) motor out of a B201/2 block using the 9000 crank, 99/900 con rods and custom pistons with a compression height of 34.5 mm instead of 40.5 stock. This would however involve some extensive aluminium welding to the transmission case, and my source telles me some trans cases are better for this than others. According to him, the latest (900 91-93) gearbox version has the strongest innards, but the weakest case, and the late '70s 4 speeds are the strongest in this respect (which correlates with what the builder of the Swedish rally four speeds tells).
In case you were wondering: 9000 2.3 *drivetrain* into 99: forget it, see above...
