From a standstill and low speed, spool up suffers from a lightened flywheel, it is not improved. The engine can spin up faster with light flywheel, but it does so with less energy, so less energy (exhaust heat) is expended to spin the turbo, thus taking longer to get enough energy to generate boost.
Once you get to third gear and beyond, where overcoming the flywheel's inertia is no longer an issue, there is really no difference between a lightened flywheel and a stock flywheel.
Lighter flywheel is also harder on the clutch.
What are "Saab specs"? I have never heard of problems due to a Saab flywheel being out of balance.
Aluminum flywheel is very expensive and would be good for a nonturbo racer looking to get the very most out of his engine he can for the tiny fraction of a second he might gain.
