Is this the infamous white check valve that runs toward and is connected with the throttle body? If so, I think that would cause a hard start, shaking and vibration if I remember correctly. The discolouration is the oil PCV waste that routes through the throttle body. The infamous white check valve is a one way valve that moves PCV emissions to the throttle body from my memory. They get brittle and break. Should be replaced every 5-6 yrs or so as a PM item since failure is relatively predictable.
