The point is, that to spin the turbo, a very large pressure difference is created. That costs power and it not free. With a NA engine if you tried to put a turbo charger into the exhaust stream that did not create a back pressure, nothing would happen. The point is that the is no available energy that a turbine can exploit in a NA engine. So there is no energy being wasted that one can exploit with a turbo. Or a turbo only develops turbine power by resisting the exhaust gas flow, thereby creating a pressure difference.
The power is related to the change in pressure time the volume flow, or delta P * V. There is no delta P in a NA engine.
So one is not exploiting anything that is free.
