Yes, I was told NOx wasn't even on the radar when our cars were developed; that in the 80s they were going for a lean burn to reduce fuel consumption and now it bites us with the NOx requirements. This is only what I've read or been told, so not sure what I'm saying is entirely accurate...
I agree though, I'm on board with vehicle emissions. I think there is even some benefit to our older cars going through these tests to weed out running issues. But darnit if they don't make older cars jump through hoops which are just unfair. Again, them moving the limits a couple years ago was a big surprise... though maybe I shouldn't be surprised.
What gets me is there are a lot of nice collectible classics from 1976-1980 which I've been told are even more difficult to keep on the road ('76 Lancia Scorpion, for example). There was a law that was just voted down in committee that would have moved the smog requirement from pre 76 to pre 81.
Also, I already wish the gray-market importation laws were more like Canada's (15 years) instead of our 25 years. But even if you wait long enough to import a 25-year old car legally into the US, you are still stuck in California because they don't have the information necessary to smog the cars! So much for my dreams of importing a Lancia Delta Integrale or Alfa Romeo 155...
