I've used the alcohol trick both on the AMC Eagle and my C900. Never had a problem. What I would do is fill the tank back up with gas right after passing the test to dilute the alcohol. (This was mostly in the days before gas already had 10% alcohol content from the pump - today I would probably siphon the stuff out and put enough gas in from a can to get me to a gas station for a fillup.) Of course your results may vary, so tread with caution!
Even with the dyno test NJ never checked ignition timing, they would just look for the cat, do a quick check under the hood to see that everything basically looked OK, and checked that idle speed was no higher than I think 1100 rpm. They were more concerned about what was actually coming out of the tailpipe rather than having every little detail at factory spec. (I had half of the Eagle's air injection system for the cat missing and still passed!) A rare instance of reason and logic from one of the, if not the, most corrupt states in the Union.
