Good strategy, non running, middle of winter, etc.--catch the owner at a low ebb. I used to buy a lot of cars that way. But if it's advertised you have to move decisively and fast. When you go to look at a car like that bring money and everything you need to look it over. If it's good, buy it on the spot and take it with you. Don't leave it there. I've known owners to take stuff out of the car, swap stereos, batteries, etc. Sometimes they get cold feet or some friend or neighbor will turn up and say "oh I would have paid X for it." If you don't have possession it could get sticky even if you have a bill of sale and title. And never, ever get a car like that running until you own it, especially if it's an easy fix. Have it towed. In fact I usually wouldn't get it running until it was off their property--if they decided to stop you from taking it, again it could get real sticky.
Keep looking, you'll find something.
