Reading your post again. By saying interior lights I'm now reading that as dome light.
You would need dash lights, as in the red indicators when the key is on to jump start.
I would now say that either the electrical portion of the ignition switch is bad, or the tangs on the gear for the ignition mechanism are broken off, or the bottom of the ignition cylinder is blown out.
OK --- Does the key just freely rotate and provide no resistance? If that is the case, they you need to take off the console, and with a known working electrical switch and a gear with the tangs, you can move one by one the electrical connections over to the parasite switch. Then, insert the gear and turn it to start the car.
I feel your neighbors pain. Been there....done that......no fun. Parts like the ignition switch are hard to find and when you do on ebbaahhay, it will be costly. The gears still can be found. Good luck!
