I took my '86 900S for NJ emissions inspection today and it failed for HC being slightly high at idle. (I've had this car since 2002 and don't recall it ever failing before, previously it's always aced the smog check with low numbers.)
Allowable HC is 220 ppm. The car tested 245 at idle but a nice low 86 at "high idle" (which I think is 2500 RPM). CO is raised at idle as well, nearly double the high idle figure, but still only about 1/2 the allowable limit. So I need to get the idle HC figure down.
Before taking the car in I installed new spark plugs and air filter. I also changed engine oil and filter. Catalytic converter and O2 sensor are about 5 years old with approx 30,000 miles on them. (They were replaced due to rust-through of the original head pipe and converter.)
The cap, rotor, and wires only have about 20K miles but I'm thinking that might be the next step. Maybe the O2 sensor? Since the numbers are close, maybe just take it on a long high-speed run first to get the converter nice and hot?
Fortunately NJ is not batsh*t crazy like California when it comes to this stuff. I can pretty much try different fixes and run it through at a state inspection station free of charge until the numbers come up right.
