I guess NJ doesn't have very stringent standards since they do allow 220 ppm. Possibly a new O2 sensor, plus cap, rotor, and wires might be a place to start? (I would hope the cat is not already worn out, it's an aftermarket unit from Eeuroparts.)
I'll have to go through and look up some test procedures, I do hate just throwing parts at a problem but things like cap and rotor are just normal tune-up stuff. I think the AMM on this car has an adjustment, and as I recall there is a place to hook up a voltmeter to check O2 sensor operation. I just have not had to monkey with any of this stuff in years now.
The car went through just fine 2 years ago and has only had a couple of thousand miles or so put on it since then. It still runs great - very responsive and no driveability problems. (It doesn't get a lot of use these days though since I'm using a 9000 as my daily driver.)
