High HC at idle can also be caused by vacuum leaks and/or ignition problems/carbon build-up. Pressurize the intake system with a shop vac and check for leaks with soapy water in a spray bottle. Seafoam it, change the oil and do a basic tune-up. Proper plugs gapped correctly, quality wires/cap/rotor/air filter. Check/adjust timing. Make sure the 02 sensor is in spec. Make sure your cold-start temp sensor is in spec. These are all easy and cheap and should be done regularly anyway. Do this and most likely it will pass your generous emission specs. If not, then swap in a working AMM borrowed from another c900 enthusiast and recheck the numbers before sending off your AMM.
