The SAAB 900T employed the BOSCH LH 2.4 LH fuel management systems between 1990 to 1993(Plus 1994 Convertible). This did use an air mass metering over-boost protection which would typically render a trigger at 16+ psi charging pressure.
The SAAB APC system should bring the 900 towards 11-12 PSI(8/10's Orange On Dash Board APC Gauge). If creating this pressure, the APC system should be functioning.
A simple DIY test would to disconnect the two pin connector from the APC three way control valve(BCV)which would bring the 900 to base boost pressures and this should be a noticeable decline in charging pressures(7 PSI).
