If the car says "use me", then just plain use it! It's as simple as that. Sure it won't do 80 MPH on the freeway, but 60-65 is not a problem with a stock (38 Hp) engine that's working like it should. Tuning the engine to some 65 Hp isn't difficult either, and with that degree of tuning the car is still plenty driveable and reliable. If you're in more of a hurry than that, take another car that day.
Why would you want an engine that can MIMIC the original, when you HAVE the original? Plus, there IS no engine that can mimic or double the feel of the stock engine. Oh wait! Another 3-cyl 2-stroke might do it. The old east german Wartburg cars have a 3-cyl 2-stroke engine with pretty much the same qualities as the Saab engine, but it's a 1000 cc engine and as such has a bit more torque and more tuning potential.
But.. like I said, These cars are meant to be the way they are. If you don't want it like it is, sell it to someone who does.
