I don't hire attorneys, but I do hire PhDs. We have received 30 applications for our current opening, yet only four are qualified for the position as advertised. Of the four, only one wrote a letter which succinctly told us why and how she was the right candidate for us. Those other 26 might be wonderful people, but they aren't wonderful for us.
For PhDs--and I imagine the same holds true to some extent for other educated professionals--it's a matter of applying for the right jobs, and then it's a matter of writing a strong letter which sells the applicant to the buyer as the best product on the market.
