He has used multiple sources of Resume Review to correct and tweak his resume; resume services, practicing attorneys, HR people, etc. Almost every "Thanks, but we have no openings for your skill set at this time" letter is extremely congratulatory on his specific accomplishments and his resume. So, it seems as if his documents are passing every filter and are actually being reviewed.
He also targets his cover letter to the job, when the potential employer provides description of what the job is. But it appears there are as many lousy job descriptions as there are lousy cover letters.
If he was getting interviews but no jobs, the answer would be clear - interview technique. Very frustrating for all of us.
